Kouga Local Municipality is a local municipality in Eastern Cape, covering 2 670 square kilometres. It falls within the Sarah Baartman District Municipality. It takes in 9 recognised towns and settlements, among them Cape St Francis, Hankey, Humansdorp, Jeffreys Bay, Loerie, Oyster Bay, Patensie, St Francis Bay.

Census 2022 counted 107 014 residents, making it the 28th most populous of the 39 municipalities in Eastern Cape and 178th of 257 nationally. That works out to 40.1 people per square kilometre. Population is spread thinly across the area. There are 28 681 households, averaging 3.7 people each. 21.3% of residents are under 15 and 14.8% are over 65. Among residents aged 20 and over, 16.1% hold a higher education qualification and 4.5% have had no schooling.

The council has 30 seats across 5 parties, with DA holding the largest share at 16 seats (53.3%). DA governs the municipality. Mr Hattingh Bornman serves as executive mayor (DA), and Mr Charl du Plessis is municipal manager.
