Overberg District Municipality is a district municipality in Western Cape, covering 12 241 square kilometres. It coordinates 4 local municipalities: Cape Agulhas, Overstrand, Swellendam and Theewaterskloof. It takes in 40 recognised towns and settlements, among them Agulhas, Arniston, Barrydale, Betty’s Bay, Birkenhead, Bot River, Bredasdorp, Buffeljagsrivier.

Census 2022 counted 359 446 residents, making it the 5th most populous of the 30 municipalities in Western Cape and 71st of 257 nationally. That works out to 29.4 people per square kilometre. Population is spread thinly across the area. There are 134 798 households, averaging 2.7 people each. 20.4% of residents are under 15 and 10.4% are over 65. Among residents aged 20 and over, 13.6% hold a higher education qualification and 2.9% have had no schooling.

The council has 23 seats across 4 parties, with DA holding the largest share at 12 seats (52.2%). It is governed by a coalition: n/a. Andries Franken serves as executive mayor (DA), and Mr Richard Bosman is municipal manager.

Its most recent audit outcome was recorded as “clean audit”. In 2024/25 it reported R295.9 million in operating revenue against R296.4 million in expenditure, an operating deficit of R0.5 million. At the last census, 84.6% of households had piped water inside the dwelling, 95.6% used electricity for lighting and 84.9% had refuse removed weekly.
