Rustenburg Local Municipality
Rustenburg Local Municipality is a local municipality in North West, covering 3 416 square kilometres. It falls within the Bojanala Platinum District Municipality. It takes in the towns and settlements of Hartbeesfontein-A, Marikana, Phatsima, Rustenburg and Tlhabane.
Census 2022 counted 562 031 residents, making it the 4th most populous of the 22 municipalities in North West and 48th of 257 nationally. That works out to 164.5 people per square kilometre. Settlement is concentrated rather than scattered. There are 203 658 households, averaging 2.8 people each. 24.7% of residents are under 15 and 4.0% are over 65. Among residents aged 20 and over, 8.2% hold a higher education qualification and 3.9% have had no schooling.
The council has 90 seats across 13 parties, with ANC holding the largest share at 42 seats (46.7%). Hung Council governs the municipality. Ms Sheila Mabale-Huma serves as executive mayor (ANC), and Adv Ashmar R Khuduge is municipal manager.
On this site’s financial health measure, which weighs the Auditor-General’s opinion alongside operating margin, liquidity, cash cover and irregular spending, Rustenburg scores 49 out of 100 for 2024/25, a grade of D, described as under strain. Its most recent audit outcome was recorded as “qualified audit”. In 2024/25 it reported R6.5 billion in operating revenue against R6.7 billion in expenditure, an operating deficit of R268.6 million. At the last census, 53.0% of households had piped water inside the dwelling, 94.5% used electricity for lighting and 75.6% had refuse removed weekly.
