Emfuleni Local Municipality
Emfuleni Local Municipality is a local municipality in Gauteng, covering 966 square kilometres. It falls within the Sedibeng District Municipality. It takes in the towns and settlements of Evaton, Sebokeng, Vaal Oewer, Vanderbijlpark and Vereeniging.
Census 2022 counted 945 650 residents, making it the 6th most populous of the 11 municipalities in Gauteng and 21st of 257 nationally. That works out to 978.9 people per square kilometre. Settlement is concentrated rather than scattered. There are 297 910 households, averaging 3.2 people each. 24.3% of residents are under 15 and 6.4% are over 65. Among residents aged 20 and over, 12.8% hold a higher education qualification and 3.8% have had no schooling.
The council has 90 seats across 10 parties, with ANC holding the largest share at 38 seats (42.2%). Hung Council governs the municipality. Mr Sipho Radebe serves as executive mayor (ANC), and Mr April Ntuli is municipal manager.

Its most recent audit outcome was recorded as “qualified audit”. In 2024/25 it reported R10.5 billion in operating revenue against R11.0 billion in expenditure, an operating deficit of R504.0 million. At the last census, 80.4% of households had piped water inside the dwelling, 92.3% used electricity for lighting and 50.9% had refuse removed weekly.
