Raymond Mhlaba Local Municipality is a local municipality in Eastern Cape, covering 6 357 square kilometres. It falls within the Amathole District Municipality. It takes in the towns and settlements of Adelaide, Alice, Bedford, Hogsback, KwaMaqoma (Fort Beaufort), Middeldrift and Seymore.

Census 2022 counted 178 594 residents, making it the 20th most populous of the 39 municipalities in Eastern Cape and 122nd of 257 nationally. That works out to 28.1 people per square kilometre. Population is spread thinly across the area. There are 53 047 households, averaging 3.4 people each. 25.9% of residents are under 15 and 9.9% are over 65. Among residents aged 20 and over, 8.7% hold a higher education qualification and 4.6% have had no schooling.

The council has 45 seats across 7 parties, with ANC holding the largest share at 33 seats (73.3%). ANC governs the municipality. Ms Nomhle Beauty Sango serves as executive mayor (ANC), and Ms Unathi Malinzi is municipal manager.
