Amathole District Municipality is a district municipality in Eastern Cape, covering 21 114 square kilometres. It coordinates 6 local municipalities: Amahlathi, Great Kei, Mbhashe, Mnquma, Ngqushwa and Raymond Mhlaba. It takes in 24 recognised towns and settlements, among them Adelaide, Alice, Amatola Coastal, Bedford, Butterworth, Cathcart, Dutywa, Elliotdale.

Census 2022 counted 871 601 residents, making it the 5th most populous of the 39 municipalities in Eastern Cape and 25th of 257 nationally. That works out to 41.3 people per square kilometre. Population is spread thinly across the area. There are 241 612 households, averaging 3.6 people each. 29.3% of residents are under 15 and 10.4% are over 65. Among residents aged 20 and over, 7.2% hold a higher education qualification and 9.2% have had no schooling.

The council has 18 seats across 4 parties, with ANC holding the largest share at 14 seats (77.8%). ANC governs the municipality. Anele Ntsangani serves as executive mayor (ANC), and Dr Bhekisisa Mthembu is municipal manager.

On this site’s financial health measure, which weighs the Auditor-General’s opinion alongside operating margin, liquidity, cash cover and irregular spending, Amathole scores 44.6 out of 100 for 2024/25, a grade of D, described as under strain. Its most recent audit outcome was recorded as “qualified audit”. In 2024/25 it reported R2.1 billion in operating revenue against R2.2 billion in expenditure, an operating deficit of R119.4 million. At the last census, 34.6% of households had piped water inside the dwelling, 94.5% used electricity for lighting and 35.4% had refuse removed weekly.
