Nkangala District Municipality
Nkangala District Municipality is a district municipality in Mpumalanga, covering 16 758 square kilometres. It coordinates 6 local municipalities: Dr J.S. Moroka, Emakhazeni, Emalahleni (MP), Steve Tshwete, Thembisile Hani and Victor Khanye. It takes in 15 recognised towns and settlements, among them Delmas, Dullstroom, Emgwenya (Waterval Boven), Hendrina, Kriel, KwaMhlanga, Mdala Nature Reserve, Middelburg.
Census 2022 counted 1 588 684 residents, making it the 2nd most populous of the 20 municipalities in Mpumalanga and 9th of 257 nationally. That works out to 94.8 people per square kilometre. Population is spread thinly across the area. There are 483 169 households, averaging 3.3 people each. 26.7% of residents are under 15 and 6.0% are over 65. Among residents aged 20 and over, 7.6% hold a higher education qualification and 9.4% have had no schooling.
The council has 58 seats across 8 parties, with ANC holding the largest share at 32 seats (55.2%). ANC governs the municipality. Mr TD Ngwenya serves as executive mayor (ANC), and Mr Mandla Lucas Mahlangu is municipal manager.
On this site’s financial health measure, which weighs the Auditor-General’s opinion alongside operating margin, liquidity, cash cover and irregular spending, Nkangala scores 61.2 out of 100 for 2024/25, a grade of C, described as fair. Its most recent audit outcome was recorded as “financially unqualified”. In 2024/25 it reported R894.9 million in operating revenue against R1.0 billion in expenditure, an operating deficit of R136.6 million. At the last census, 53.3% of households had piped water inside the dwelling, 91.7% used electricity for lighting and 58.5% had refuse removed weekly.
